How Adobe is helping UK businesses go digital

Norfolk County Council: Connecting rural England
The objectives
Norfolk County Council wanted to drive digital transformation to become the best-connected county in the UK. They also wanted to eliminate paper and printing costs by switching to paperless workflows, as well as keep county operations and services running during the COVID-19 pandemic.
From helping farmers monitor crop moisture levels to delivering digital services that help elderly people live independent lives longer in their own homes, Norfolk County Council views digital technology as a foundation that will improve opportunities for residents and encourage businesses to move to Norfolk.
The solution
Part of the IT roadmap for Norfolk County Council included electronic signatures. By working with e-signatures, they could become a truly paperless organisation with zero paper and print costs. Early attempts at implementing e-signatures struggled due to low adoption. But when the COVID-19 pandemic struck the UK, they needed to digitise paperwork and keep the county running with minimal physical contact.
The IT team started with a pilot that would demonstrate the benefits of Adobe Acrobat Sign, even under complex and high-profile use cases. The pilot focused on legal agreements such as Deeds of Covenant, Transfers of Legal Titles and Legal Charges against Property. These agreements involve the purchase or sale of parcels of land worth millions of pounds, therefore requiring corporate approval and sealing from the Council.
Working with the Adobe team, the IT team designed and delivered the sealing workflow in less than four weeks.
Integration with Microsoft SharePoint gives the legal team a live dashboard showing the status of the agreements. The team can check whether documents have been received, opened, or signed, without needing to spend time following up with people over the phone or by email.
The results
Norfolk County Council saw these amazing results following the Adobe Sign implementation:
- Reduced time to prepare legal documents for sealing from 45 to 12 minutes
- Saved 4.5 days a month by automating signing and sealing workflow
- Automated requests and paperwork with tight integration between Adobe Acrobat Sign and Microsoft Power Platform
- Strengthened compliance with audit trails and real-time visibility into document status

TSB: Delivering an always-on banking experience
The objectives
TSB Bank wanted to serve customers more effectively across branches and digital channels. It wanted to boost competitiveness in an industry increasingly moving to digital and streamline everyday interactions with customers.
The solution
In early 2020, TSB Bank had just completed a successful proof of concept (POC), using Adobe Acrobat Sign and Adobe XD to create a self-service form allowing customers to close a bank account. After carefully testing and vetting the form with internal stakeholders, the bank was ready to go live.
Then the COVID-19 pandemic hit. Like many other countries around the world, the UK implemented strict lockdown measures and some branches had to close temporarily. That created a huge influx of demand for online banking services. All at once, TSB Bank had to accelerate its digital transformation efforts.
In the months following the initial lockdown, TSB Bank launched 21 self-service forms on its website and started using Acrobat Sign to enable e-signatures on forms for address changes, bereavement, overdraft enquiries and more.
When it comes to bereavement, TSB Bank wants to make sure its services alleviate the hardship instead of adding to it. People filling in bereavement forms are not necessarily TSB customers and they’re often grieving. Self-service saves them the trouble of visiting a branch or contacting the call centre. And TSB Bank can respond to those important requests more quickly. The bank has processed as many as 200 bereavement forms every day and estimates a saving of 200 hours daily.
For every process that requires customer identification, TSB Bank uses Acrobat Sign Government ID verification, integrated with Microsoft Power Automate for a highly secure, automated workflow. When customers submit a request, they receive an email asking them to verify their identity.
The results
Here are just some of the benefits and results TSB Bank found from using Adobe:
- Launched government loan programmes in 36 hours during COVID-19 — ahead of competitors
- Created and released 21 digital self-service forms in only months
- Processed 140,000 forms in 3 months, replacing 15,000 branch visits
- Increased digital self-service rate by 9%
The bank is also looking to extend the integration between Adobe and Microsoft Teams — streamlining the process of designing, testing, approving and launching new forms.
